    Women, hereditary peerages and gender inequality in the line of succession

    Fewer than 90 peerages can be inherited by a female heir thereby limiting the number of women eligible to stand and be elected to the House of Lords as hereditary peers. This article examines proposals put forward by campaign groups, and some parliamentarians, to change the rules that prevent women inheriting peerages.

    Tunisian constitutional referendum and reform

    On 25 June 2022, Tunisia voted in favour of a new constitution via a referendum. The vote was held a year after President Kais Saied dismissed the government, froze the legislature and assumed emergency powers. President Saied said the move was necessary due to economic circumstances and the Covid-19 pandemic. Opponents have criticised both the use of emergency powers and the referendum as representing a coup. The new constitution will increase the powers of the presidency and reduce the role of Tunisia’s Parliament.

    Ballot Secrecy Bill [HL]: HL Bill 15 of 2022–23

    On 15 July 2022, the Ballot Secrecy Bill [HL] is due to receive second reading in the House of Lords. This private member’s bill would amend section 60 of the Representation of the People Act 1983 to create new offences for individuals who accompany a voter to a polling booth or position themselves nearby with the intention of influencing a voter.

    Public Services Committee report: Role of public services in supporting vulnerable children

    In November 2021, the House of Lords Public Services Committee published a report entitled ‘Children in crisis: the role of public services in overcoming child vulnerability’. The report made several recommendations, including that the government ringfence the funding available for early intervention services provided by local authorities. The House of Lords is scheduled to debate this report on 11 July 2022.

    A new mandate for the restoration and renewal programme

    The restoration and renewal programme was created to deliver the substantial repairs and modernisation the Palace of Westminster requires. Legislation enacted in 2019 provided for an independent sponsor body and a delivery authority to manage and oversee the works. However, the Commissions of both Houses have jointly proposed the abolition of the sponsor body and the creation of a new joint department to carry out its functions as part of a new mandate for the programme.

    UK-Australia free trade agreement

    The UK-Australia free trade agreement is the first trade agreement that the UK has negotiated from scratch since leaving the EU. Whilst the government’s impact assessment suggests the economic benefit to the UK’s GDP is likely to be modest, the government has described the agreement as “historic”. The House of Lords International Agreements Committee has welcomed the agreement but has suggested that its scope had been traded off for achieving an agreement quickly.

    UK Constitution: Proposals and ministerial responsibility

    The UK’s constitution comprises a host of diverse laws, practices and conventions that have evolved over time. Responsibility for the UK’s constitution lies with the Cabinet Office. In 2021, the Dunlop review recommended the creation of a secretary of state for intergovernmental and constitutional affairs; to date the government has not implemented this recommendation.

    Draft environmental principles policy statement

    The Environment Act 2021 requires the government to publish an environmental principles policy statement outlining how environmental principles should be interpreted and applied by ministers when making policy. A draft of the first statement to be made under the act was laid before Parliament on 11 May 2022 and is due to be discussed by the Lords on 30 June 2022.

    Local Authority (Housing Allocation) Bill [HL]: HL Bill 9 of 2022–23

    The Local Authority (Housing Allocation) Bill [HL] is a private member’s bill introduced by Lord Mann (non-affiliated). The bill is due to have its second reading in the House of Lords on 8 July 2022. The bill would require local planning authorities to establish targets for the allocation of land for new housing in England in consultation with their local communities. The timescales for meeting these targets would be set by the secretary of state.
