The purpose of the Growth and Infrastructure Bill is to promote investment in infrastructure projects, reduce delays in the planning system and introduce a new employment status of employee shareholder. This Library Note provides background information for the second reading of the Bill in the House of Lords on 8 January 2013. In particular, the Note summarises the report stage and third reading in the House of Commons. The Note is intended to be read in conjunction with two House of Commons Library Research Papers, Growth and Infrastructure Bill (25 October 2012, RP 12/61) and Growth and Infrastructure Bill: Committee Stage Report (13 December 2012, RP 12/78), which provide background information and summarise the second reading and committee stage in the House of Commons.

  • High Streets (Designation, Review and Improvement Plan) Bill: HL Bill 69 of 2023–24

    The High Streets (Designation, Review and Improvement Plan) Bill is a private member’s bill sponsored by Lord Whitby (Conservative). It would require local authorities in England to designate at least one street or network of streets in their area as a high street. Authorities would then need to prepare and publish an improvement plan for each designated high street area. The bill has passed the House of Commons and has government support.

  • Contribution of sport to society and the economy

    This briefing considers the benefits of sport and physical activity ahead of a House of Lords debate on the subject on 16 May 2024. The government and sports sector stakeholders agree that sport has many benefits for individuals and communities, as well as for the economy more broadly. The government published a new strategy for the sports sector in August 2023. The ambition of the strategy was commended; however, sports charities and the opposition suggested that more was required from the government to deliver on it.
